Laptops Help in Buying a Laptop

I'm planning on buying a Laptop.

I plan to use it for programming, Internet and office applications.

What would i get for around 30k?
I don't use Windows so how much cheaper would it be if i buy it without a preinstalled OS? Which good brands would i get within my budget?
