Help needed for getting a good andriod phone from US

one of my friend is going to US for 2 weeks. I am planning to gut some good dual core Android phones through him

Please Suggest any of the mobiles with the budget less than 20k

The following are my requirements

Dual core processor with minimum 4.2 inch screen

Good development support

need to run ics either in stock or through custom rom

no confusion in variant like galaxy s2 I9100 and I9100G

I have short listed LG Nitro HD, and Galaxy Nexus (I hope it's a best option) .. Give me your suggestions

LG nitro-Hd is a really good phone for the price. IT has True HD IPS panel (no pentile stuff), better GPU(Adreno 220) compared to PowerVR SGX540 but it has poor battery life.

If your main purpose is consuming media, Nitro HD is a good bet but if you aren't into custom roms and want pure google experience then Gnex is the only choice.
