Help needed to contact BSNL Bangalore

My connection has been down for more than a week and I'm unable to contact customer care through 1800-424-1600 or 1500 from Vodafone connection. It says the number doesn't exist. I have already registered a complaint for my deadline through ****2198. Is CC number changed? I had no problems connecting to CC in the past. Do I have to visit CC centre just to file a stupid complaint?
