PC Peripherals HELP PC doesnt Start

New Issue now, i tried to start the PC but it dosent, the CPU fan dosent start nor does the Cabinet fans, but the Green Power light is on on the Mother Board, when i press the power button there is a small jerk on the fan but it dosent start, the power lights on the Motherboard are On( Green) HELP HELP HELP

other options is a dead PSU, but then the lights wouldn't turn on.

EDIT: besides, the fans seem to be trying to start. or maybe the mobo is dead/some power supply jumpers are loose

^^ With busted RAM system would have booted up although would have gone by POST, seems like a bad PSU here
