CPU/Mobo HELP!:System not powering on

I bought a system 3 days back for a friend and assembled it myself. The configuration is as follows:-
[1] AMD X4 635
[2] ASUS M4A78LT-M LE AM3
[3] CORSAIR 4GB (4x1) DDR3 1333 Mhz Value Ram
[4] SAMSUNG DVD Writer
[5] MSI Ati - 5450 1GB
[6] CORSAIR VX 450
[7] WESTERN DIGITAL Green 1TB

After switching on the power the CPU HSF doesnot spin although the motherboard power led glows green.
[1] The system has been assembled properly by me and all the connections are alright
[2] The system was tested in the shop when we bought it and it worked perfectly
What can the issue be?
 
Have you switched on the system from cabby's power button? If yes then power button itself could be the culprit. Try system outside cabby to ruleout shorting.
 
Can you check the PSU by shorting the ATX supply pins. Just google the method, and see that the fan is spinning up.
 
The system was tested in shop by assembling it??? Did you dissemble it after that?? If yes, check the POWER ON SWITCH connection on motherboard, check whether they are connected to the pins mentioned in your mobo manual
 
no issue with the cabinet buttons -- i tried starting the board by shorting the pins -- it didnt start.
 
^^ No the psu is fine -- The cpu hsf fan was dead. I replaced it with another stock hsf fan and have resolved the issue. Thanks to all those who helped me out!

hearing such incident for 1st time ever.

ab kya aisa bhi karke dekhna padega from next time?? (manually power cpu fan to check its life):|

& same for gpu too.
 
I used my unused 955 BE HSF. The X4 635 default HSF fan wire must have snapped during transportation.
