get zotac as your can get 5 year warranty peace of mind in the case if the card goes bad after long year notice after buying the card make sure register on website with proper bill invoice as u will get 3 year external warranty

local get 2 year plus 3 year external so total 5 year

get any cheaper 1070 zotac would been fine at online or local shop

I am not sure if it does or not, but do check if your cpu bottlenecks 1070. You got the juice to support it but its just the cpu bottleneck that you need to verify before making the plunge.
Still, I insist on confirming that its the GPU before you spend money

@rakesh_ic , in Bios the processor had temp. of about 30-39 & i did use the 280x for bitcoin mining before . and hope its the GPU only as lines appear in the bios too

so got the Zotac 1070 mini and yea the 280x was the problem. ( the seller gives the game code for Nvidia 1070 cards ? )

Any recommendation for a THERMAL PASTE for CPU ?
