Graphic Cards Help with HIS HD4650 AGP on Intel D865 Mobo,No Video

My friend recently got this:

for his desktop: Pentium 4, Intel D865, 2 GB DDR400, 550w smps, so that he could get an HDMI out.

However, after installing, there is display only for the bios setup screen after that when Windows boots up, there is no display.

Tried uninstalling the drivers of the previous graphics card( radeon 9200 128 mb), still doesnt work. Checked all display ports: HDMI,DVI, VGA, but the result is same.

In setup, it shows option for only upto 256mb graphics card, could that be the issue?

no display can be due to not enough power to card or problem with the card and check about bios update as the board is old this card may not be supported.
 
Shadow, Thanks for the reply mate!

A separate power connector is feeding the card. Isnt that enough? The box says the card needs 0.8V to run agp 8x.

The Bios update as you said could be a reason.
