This is pretty good quality waterproof pant actually. Check on internet for reviews.
I wish it really fit me.

Can be used for Both. Even for normal day when it is raining and need a quick shell to protect your pants this can be handy.
It is like an waterproof and wind resistant outer shell.
When it rains or too windy you can just wear it over your normal base layer or tracks pants.

It has a zipper opening at the bottom too .
