Hiding ones IP address

Hi everyone,
Is tracking the IP address a proper and the best way of tracking any action on the internet? How are unscrupulous e-mails tracked if their origins are to be determined as to where from the e-mails were generated? If so, is there a way to change ones IP address to hide/change ones identity/location?
