If you are not going to play games then go for an Intel Core i3 or an i5

For the monitor go for the Dell S2240L on flipkart for 8699
 
Motherboards:
ASUS H97M-E- Rs 7599
ASUS H97-PLUS- Rs 8715
MSI H87M-E35- Rs 6640
ASRock H87 Pro4- Rs 8166

Personally I would go with the the Asus H97 boards since its based on a newer chipset, the first Asus board is in the M-ATX form and costs slightly less, in fact I would go for the H97 Plus as it is a full ATX board unless you have space constraints.

Do you have the processor or are you buying it? Because it's two generations old. And I don't really know any good boards from then.
If you are going to buy a processor then get the i3 4130

No seriously do not go for a processor that is 2 generations old! If the i3 I suggested turns to be to expensive, do tell me I will give you an alternate suggestion probably involving an AMD processor.
 
Also could you be more specific as to which memory you are buying? Along with the PSU and everything? The 500W PSU is too much.

Budget of ₹25,000 is grossly crosse in configs of above post. Are you willing to extend it till ₹40,000 ?
 
If you dont need gaming, then go for the new Haswell Pentium Dual Core G3020 (dont know exact model) and pair it with a H81 motherboard. Add 4GB of RAM, Corsair preferable, 1TB HDD, and etc....

Rather than the S2240L, see if you can put some extra cash for a touch screen monitor - the touch enabled S2240T was for 15k on flipkart. I know it will cause you to overshoot your budget, but just see.
 
In 25K, you will get the following easily

Intel PDC + mobo ~ 7K
RAM - 4GB - 2.5K
HDD - 1TB - 3.6K
ODD - 1K (if needed, else get it later)
Monitor - Dell S2240L - 9K
Keyboard + Mouse - 800 odd INR, logitech MK200

Cabby + PSU - see what you can get in the remaining money!

Should easily fit the budget.
