home's light goes off

my home's all light goes off when I switch on the stablizer of 60-220v,for a pump; why????

Short circuit or may be because you are connecting the pump to a lower amp rated power outlet which is tripping the breaker.

But lights glows very little,

is it possible if stablizer current rating is low?

If you have single phase supply and have connected all equipment (A/C, Refrigerator etc...) to the same phase you might have this problem.
