You need a 56k voice data fax modem. (Dlink is a good option)

For sending & receiving faxes you will need software (Google should help, freewares available).

For making calls:

1. Use a RJ11 splitter (10Rs) & use a normal phone.

2. Some Modems have output line - connect regular phone on that.

3. To use PC mic & speaker for calls, you need Software again on the PC. You can pre-enter outside dialing codes, as you have a pre-paid line so it can auto dial & get you the dial tone.

Have seen people faxing through modems, but dont know of any software for windows. Maybe google will help. Ive used Hylafax on linux for the same.

Earlier, some modems used to come with a software called SuperFax in their driver CDs.

Symantec WinFax is a good one.

First make sure if you can use the dial up facility with your mtnl prepaid landline. Then get a 56k modem, search in FS/WTB section cause nobody buys those devices anymore. Faxing software will most probably be included in the driver cd.

i use efax , very reliant and all your incoming faxes are free and you get yourself a free us fax number :P
