How does Twitter assign the @ handle ?

Some users seem to have such appropriate @ handles on Twitter, almost as though they were allowed to choose it.

But I get a @ handle with "1" appended to my name !

reason is the ones you want are already taken by someone irrespective if they are using or not.
I have read that if the handle you want is taken but not being used, you can DM to the person to get credentials but totally depends on the person.

Imagine if TEF assigned you a user id of 'puns1' instead of 'puns'.
