This is what Win 7 says :-

Are you referring to a different version of Windows/different OS?
Edit: Looks like this is a Win 8 only feature.

I'm referring to Win 7 and I think you need to have an msn a/c to use it. Then you get full reports as well to which windows a/c accesses what content etc..
 
If you use Chrome, then you can use supervised users. It works on the basis of whitelist. It can begin with an initial set of websites being allowed. Later on, if the kids wants to browse new site, they raise a request, which you can approve on your dashboard.

Funda is with Ms itself. Only standard users can be set to parental controls. Any admin user a/c will automatically get converted to standard user a/c.

In parental control you need to sign-in with your msn/hotmail/microsoft/ a/c. Then set the parameters for a particular windows user account.
The blacklisted website, images, videos all taken care from MS ends.
I have tried it myself some time back and its trustworthy. Work wonderfully.

I use kurupira web filter for PC and adblock extension on the browser. Reason for Adblock is, there are many bare-naked ads on almost every sites these days, which are not safe or healthy for my kids ( both 5 yrs), this happens even on Youtube site sometimes, which my kids watch a lot. For Kurupira, it has list of black-list sites that are updated frequently, it allows me to block specific sites, specify the time for internet usage and even automatically closes all the windows if required. It suits pretty much my requirements currently. I suggest you give a try even though there are plenty of other programs to download.
