Is there any way to do this in Windows 7, for vista there was a software "Vista folder background" which does this, but it wont work with win7,my eyes are blasted with 255.255.255 ......solutions anyone?

Well you can try these two untested methods. They should work. Nothing that drastic, so your system will not be compromised.
1. Windows 7 - Win Explorer Background Change
2. Windows 7 - Change folder background color for free
The (2) has has a link for IcoFX - The Free Icon Editor at the bottom. Give that a try too.
