How to delete Google drive folder from HDD after format

Hi
I had 2 partitions C and D . C is OS and D all other data
I had google drive folder on my D drive , formatted the system(C only and not D where all my data exist) and now i cannot delete Google drive folder on D drive after the install . tried taking ownership still cannot delete . It is owned by some unknown user and i took ownership of it but cannot delete it . In new install tried to place the new goggle drive folder at the same place(on existing google drive folder ) but it gives error that it is not empty .
Both goggle drive folders are same email account .
Os is Win 8 Pro
Tried deleting in command prompt by del command . It shows no error but doesnt delete also .
I want to again place my google drive folder in D , same place as old one but now cannot delete old one
So what to do ?

Originally ownership was with some "unkown user ..." . I took over ownership by giving it to users group thinking that as i am part of this group will be easier .
I had given the ownership to Users and not my username in WIn 8 . Under special permission Administrators and users had complete permissions but the ownership was with Users group so my username was not able to delete that . Even when i took ownership of the folder but forgot the subfolder and files so still gave permission denied error . Had to select ownership including subfolder and files . Also had to enable inheritance and replace child object permission entries with inheritable permission entries
Basically in simple language logged in username should take ownership inclding all subfolders and files .
Win 7 got me confused with their GUI
All these were changed from Google drive folder properties , Security Tab
