How to get this effect in Photoshop ?

Hi folks,

I really liked these effects which I did find in VLC player Video effects and I wondered if it could be applied to pics as welll and with a lil help from Photoshop.

And the effect I was talking about is right here :

And it came after choosing this setting in VLC:

Question is, would I be able to get it on Pictures using Photoshop ? Please help or guide to pointers / Thanks
 
Thanks a lot stajism , that's exactly what I was talking about..

But I wonder how he got the 'Red' on the brush. Every time I take the history brush out and choose the color 'RED' on the pallet on the right it just paints in grey >_> Help some one ?
