How to make folder Read only

i want to make my "softwares" folder in e drive un-editable,please let me know if there is any way to make that folder read only with no write access for admin also (but admin should be able to change the setting later).
I always logged in as admin so please dont tell me to give access folder permission to admin and log in as user.
I want to make that partition just like cdrom RAW format but in future changeable also
 
Select specific folder -> right click -> properties -> security -> advance -> permission -> change permission

change all permission to read-only + read & execute + list content there ... after that change owner to current admin user

this would prevent write access to anybody as well give admin user permission to change settings in future if required

same can be done with cacls command but syntax would be too complex
