There are lots of company selling domain name and lots of web hosting company. Go to their website, search for domain availability, place order, make payment. Your domain name and web hosting should be activated and details will be sent to your email ID.

Its almost instant process.

Regarding your query about registering a domain, check at godaddy.com. It is a site where you can register domain names. Hosting would be cheaper if you opt for shared hosting which many people even on this forum sell. For hosting, you could check:

Most of the above also provide the option of registering a domain name on your behalf, so you might not need to take the trouble of registering individually, and then changing the nameservers.
 
registering is the easy part.. setting up is a lil complicated if you've no clue... i'd suggest you register at name.com or namecheap.com... hosting you could choose byethost for time being.. its free hosting, you don't have to pay for it... to buy the domain at name.com you'll need at least $9... sign up for a paypal account... easiest way to buy a domain... :hap2:
 
For registering domain..I would recommend http://godaddy.com I am using their services for past 2 years and I ave 2 domain names registered with them...the control panel provided by them is intuitive and best...and they provide best price for domains...most of the time lowest in market and name server updates are quite fast with them...I would recommend them...and regarding payment...you can pay through CC or Paypal...tey even tell price in INR on their website...check once...
