How to restrict bandwitdth to a computer connected through LAN

I have 2 PCs connected through LAN. One of the PC act as server and I use it do dial up my broadband connection (PPPoE) - the other PC can access internet only through this PC.

Normally both PCs share the total bandwidth. Now what I want to do is to restrict the bandwidth available to the second PC.

How can it be done?
 
You will need to install proxy server on server.For your setup I would recommend ccproxy .

After installing the proxy you will need to change browser's proxy settings @ client side as per Server's IP and ccproxy port .
