How to send cash to someone ?

A friend in delhi needs cash from me approx 4k. i cant transfer to bank account. any app or service where i can transfer through some app etc and other person can withdraw it from somewhere to get cash ??
 
ICICI Pockets app. :) 5k monthly limit. the other person needs to install the app too. then he has many ways to withdraw. one can be that he can do neft from that app to any of his bank acc.. other he can use use that app to pay on oxigen wallet and do imps to his bank acc.. or he can apply for physical card from that app (charges 150 one time only ) and then make a ATM withdrawal.

paytm needs otp and verification which they say takes 1 week but still they didn't deliver the invite to transfer to bank acc... they are alot strict now, they didn't used to be like this..

actually she cant receive anything in her bank account as its joint and it will show in statemaent. the 150 rs charge seems high. i have asked her to come to ggn today now and take the cash in person. will be cheaper
 
If you have ICICI bank Acc you can send cash (I think upto 10k) to someone who may not even have bank account.
All you need is their mobile no and a OTP.
