How to use NEFT on PNB?

Guys,I recently set up an account with PNB with Internet Banking.Got the usual password and login details.Now I cant understand the system how the NEFT system works with PNB. When I click the Bill/RTGS/NEFT button,it says: User not allowed for bill payment/Presentment.

However there is an option under Requests for "Request for NEFT". Is this the option to transfer funds to another account?:huh:
