31-40k HTPC for my father

I want to buy an htpc for my parents; there is no tv at the house and so it will be kept in the living room; hence a sleek and unobtrusive cabinet is a must. It doesn't need to be particularly powerful but it has to be reliable and preferably use less amount of electricity as they rarely turn it off.

Budget : 35k
Components to buy: All (23-24" ips monitor, low tdp processor)
Components I will be keeping: Altec Lansing MX5021, 600va ups
OS: Windows 7
Usage: Browsing, watching movies, reading books, downloading
