Does anyone know what all do you need to do to become a local isp in your area like documentation, Capital needed. Hardware needed etc. ?

What sort of ISP? Low-end like YOU, ACT Broadband type....? DSL/Ethernet/WiMax/Wifi?

Once you have the capital and other business side of things ready, you can contact me for professional services ;) For consulting in design for your networking setup - like the Datacenter design (setup, HVAC, structured cabling), BRAS, LNS, MPLS Core, Routing, Access solutions etc. Charges could go from 10L-60L for 12 months project depending upon complexity.

Depends on what you are thinking of doing. I don't know about the licensing, permits and such. But the hardware and professional services would run into above 2Cr.

I myself provide Internet to my area ( Bangalore Rajajinagar), my dad's a Cable operator & for time being am taking care of this new business!
i'll put it in simple words... It is Profitable if u work ur ass off & invest!
our investment was around 6lac inclv all the hardware & it excludes the bandwidth!
our network is fully Fiber its a FTTH type Internet! this is how you can provide highspeed upto 100mbps!

As for those who want to run an low end ISP - you would not need a huge investment, AFAIK - just some good hardware and some tech support. Its when you start doing stuff like caching and etc, that's when the cost will shoot up.

Where do you get the bandwidth from? What are your Plans for the customers?
 
Start Small. Resell someone's bandwidth.

Per annum? The above price is still costly, Last i inquired its 12L/annum inc Service Tax.

You will never get your money back if you just invest. It takes some time to get your ROI .. May be 2 years.

- Customer Service & Maintaining uptime will be key factors for succeeding as an ISP. I know a person who runs local ISP and resells someone else bandwidth. I can tell you he has got 5000 customers in nearly 4years after having invested at least 2-3 crores. ROI Reveues are 200-250% after taxes.

That said, no one ever gets back money if you just invest. Did you mean break even in 2yrs? A 200-250% ROI after 4 yrs breaks down to ~50% yoy.

OT, I have to say its surprising to find such information on TE. I was wondering about mobile infrastructure business (setting towers and then contracting to companies). Posted on quora without answers

I know few people who work in ACT, That has nothing to do with Choosing ACT.
The above calculations have been done by myself, It is this silliest doubt "How are these Internet cables connected worldwide" that actually got me in to Networking stuff.

I have seen people losing money in ISP business, They thought they had put an organisation in place and it will work automatically. The other example i gave above is of a man who plan properly and is still giving tough competition to ACT in his area.
 
err whats 1stm? bandwidth or fibre network?
Transmission Terminology.
STM1 gives 155Mbps capacity on-prem.

Basically fiber from the nearest exchange is terminated on STM equipment in your datacenter from which you will pull copper or fiber cables and connect to your CE routers.
You have to install higher capacity gear if you want higher bandwidth, like STM4/16/64/256.

You can think of it as uncontented/dedicated uplink to your ISP.
