When I run IE 8 and go to options to change the deafult website to set my new homepage for IE 8, It says" some settings are managed by your system administrator."in the bottom of the Internet Options window, but I am the only Adminstartor for my system, When I log in their is no other user icon in my Winows XP SP3 system.I installed Windows XP on my system, firefox I can change ,I can instal other application install Games also.

Start -> Run -> type cmd and press enter -> type control userpasswords2 -> Add your name and select administrator. Should work then if it doesnt work already

Your system has got some virus.
Try to reset IE8 settings:
How to reset Internet Explorer settings

If reset don't help you,
Go to windows registry (start >> type regedit and press enter).

Now navigate to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel

change DWORD "HomePage"=dword:00000001 to zero.

Thanks all of you, Ravi the reset from Microsoft software only deleted the History, and chaged the homepage from some vista.com to microsoft.combut it cant change the user control over homepage changing, but the HKEY_current settings changed it and now I can change the HomePage, thanks ,and by the way I have scanned the system with Eset nod 32 and a month ago installed the Windows XP after formatting the C Drive , and installed the IE8 From Windows UPDATE website ,as I was having RC version only, I hope I am not havig Virus as it is very messy things and everyone gets afraid including me about a virus as itcan be hiden anywhere ,GOd may save us.

You are welcome man. When you add yourself as admin, you dont need to put a password. The control userpasswords 2 is more like user accounts but very basic and more powerful version if you can call it at that. Adding yourself as admin there and forcing a gpupdate could easily solve things :) Good that it worked out for you
