From 1st hand testimonies of the people affected by it in Manipur (Manipuris, Kuki, etc.), both parties wanted to end this. And the fact that the central government (PM) commented only after some women that are being tortured went viral (and also commented on only that incidenct and did not comment on the ethnic clensing what was happening for months). The ethenic clensing that was happening for many months and how the govt kept quite was such a right wing move (same with Israel).
