It means all the networking equipment inuse for Today, might need to be replaced if that does not support IPv6. Plus, there is lack of training for IPv6 configuration.

All ISP,Govts & Corporations would be forced to use IPv6 as free IP address would reduce and getting a new IP would be difficult.As Arstechnica puts it this switch to IPv6 is gonna be messy, its too late for smooth transition.

In India, I only know about Sify which has a IPv6 enabled.
