is airtel capping upload speed??

MY billing cycle is 22nd of each month so I waited enough to post this but now I am sure that airtel is capping my upload speed.

I have my ftp space where I upload my work files & every time I start uploading the speeds starts hovering 52-55kbps but then after 3-5 mins of uploading it gets reduced to 35-37kbps only.

I have a 512kbps unlimited plan & when i 1st noticed this I assumed that I have crossed their FUP 100gb /month limit &that may have reduced, I checked up my monthly transfer & that only shows 31GB (UL+DL) yet I waited for next billing cycle.

After the new billing cycle I am still having the same problem, before I call 121 I just need your opinion if anything else could be slowing uploads (no torrent or any other uploading is happening in the background so that's ruled out)
 
Tested San franisco server as per ur suggestion

Last Result:

Download Speed: 632 kbps (79 KB/sec transfer rate)

Upload Speed: 232 kbps (29 KB/sec transfer rate)

Tested with other locations too,

download speeds vary but upload speeds are constant stuck at 232-236 kbps
 
Login into your modem and check the uplink speed. That will be the max you can get. On my 2mbps its capped at around 750kbps, its the same for 1mbps line.
 
if thats the case then why it starts at 52-55kbps ?

Need to call 121 & confirm this

Download Speed: 557 kbps (69.6 KB/sec transfer rate)

Upload Speed: 431 kbps (53.9 KB/sec transfer rate)

so indeed it uploads at much faster rate uncapped.
 
Here is what i get with MTNL 2 mbps

Download Speed: 4593 kbps (574.1 KB/sec transfer rate)

Upload Speed: 810 kbps (101.3 KB/sec transfer rate)
 
I attached 20mb file to gmail & the uploading is happening at 52kbps so its still puzzling me why it goes faster at times & slower at another time.
