Is Google Play Store giving full speed while downloading/updating stuffs?

I'm noticing for past 5-6 days that when I'm downloading/updating apps from Google Play the speed is 1/3 rd of my bandwidth. My ISP is BSNL and I've a 2 mbps connection, so my transfer rate is 220-225 KB/s, but on Play the speed is averaging at 70-80 KB/s. Before that I used to get full speed, it's happening for past few days. Anyone else having this issue?
Also you'll notice that when you tap on an app, then you'll see full speed as long as the pictures of that app gets loaded, but then the speed falters when you actually start downloading.
 
I get full speed via google play on my 8mbps plan using note...it might be something temporary on your end which might get resolved automatically?
 
I'm getting full speeds on a BSNL connection. It could be BSNL issue (has happened to me whenever i used to download from zippyshare least year. Got speeds only upto 30/40 from a 2mbit connection). It should sort itself out in some time hopefully.

Try resetting your Google Play account. (Clear data from Play store in settings -> apps). See if that helps
 
I did that already more than once, didn't fix anything. Maybe BSNL, maybe Google, don't know. If it's BSNL then I don't know how everything else is fine! Maybe it's depended on location too.
 
Okay, further noticing I see that the apps I purchased are being downloaded at full speed, but the free ones are not.
