Android Is it possible to complain anonymously via whatsapp

Hi,
A local mla here is engaged in corruption. He has made properties worth millions using public funds. Someone shot his videos in which he and his team is accepting tons of cash money as bribe. If someone goes to the prosecutor by showing himself/herself, there will be danger to his/her life plus he/she will have to visit courts regularly. To avoid this, is it possible to send the video anonymously via whatsapp to the prosecutor and his team? As far as we know he is clean. Here many scammers use international numbers to scam via whatsapp and the local authorities say that it is not possible to track them. Can someone please ELI5 how that can be done? Suppose we get a disposable international number and somehow that could be used to register on whatsapp then cant the mla later on trace the sender assuming that whatsapp was used on an android phone here using a local isp, maybe via imei number also.

So...are they not supposed to do that? What's the point of being an MLA then?

Corruption is so overt in India that it's covert.

There's a website by central govt where you can report the corruption anonymously. They may take some action if the MLA isn't from the ruling party.

Can you share that website? That mla has switched parties like 4-5 times in the past 7-8 years.
