Is it recommended to buy from an Ebay seller who offers no returns or exchanges?

i am thinking of bidding in an ebay.com auction for a New Phone,
The Seller has 100% positive feedback from 39 transactions.


However here is what is written about returns

No returns or exchanges, but item is covered by eBay Buyer Protection​

In that case , is it at all recommended to buy/bid on this seller's product?
How much does Ebay Buyer Protection cover actually?

I never give returns or refunds... ebay or forums. People still buy if they happen to trust me. Else they dont.

So talk to the seller.

would ebay help me resolve the problem and help me get a refund?

^ generally, such people test their products to make sure they are working and are in the condition as advertised. they know what they are selling. as m-jeri suggested, talk to the seller... it'll help building trust.
