yes, reportedly near august or september launch(tape out happened a few months ago, mass manufacturing 6 months later, another month and we have it in retail)
 
A PSU operates best between 40~60% of its rated load. So I would like to keep the system load within 65~70% of safe max. That translates to a multiplication factor of 1.4~1.5, but lets settle for an avg of 1.45. If your hardware requires 380W then 380 x 1.45 = 551W. So a 600W PSU is what I would ideally use for optimal performance and efficiency. Also don't forget that transient state power consumption like during boot up can shoot up to very high levels for small instants of time. For instance with my previous rig (C2Q, 2 x 4850), used to trip a 6A MCB till I got its changed to 16A one. You would need 6A x 220V = 1320W power consumption to trip such an MCB.
 
A 6870 is cutting it too close with a VX 450, personally I would not run anything over a 4870 on the VX 450. I believe the 68xx series are better in power consumption as compared to 48xx series, so a VX 550 is the minimum, I would go with that GPU.
