Ok i did disable C1E and the temperatures still remain the same.. If they go beyond 75 degrees, stop. There is a problem. Also, tell us what is th ambient temperature in your room. Give approx figure.

Yup the 59C is same with orthos and when its idle..morgoth said:^^, if the above screenie is right and you are running orthos for last five minutes, it dis a quite strange issue. you are getting same temps at load as well as idle :O
I think most likely the culprit is bad heat sink installation but honestly I am not sure. Let others post before reaching a conclusion
