ISP blocking websites?

There are a couple of sites that dont open in my connection.

Ex, mininova, only the header and search aprt appears. rest does not appear.

The same when i open thru a proxy, opens fine...whats wrong here?
 
DNS only resolves IP addresses right? Whats that got to do with page displaying probs?

In other case, main page opens. forum section of that page cannot be opened

i used to get them when my modem had a weak signal and kept dropping packets , but it happened to any site
 
in case it is a soft block then there should be an error message showing up.....something that would tell u that the page is being blocked.......which is not the case.......so this seems to be more like a firewall'ed block by the isp, but again - it should block the entire site and not just a part of it......weird.
