Try to get XPS 15 but I am not sure about the prices there, so can't really help you out with much more. Sorry!

Laptops there are crazy cheap. My dad got a Inspiron 14r for 2000 Riyals (I guess around 23k.. in Al Damam, God knows where that is) and it had i5 (I think 2nd Gen, I don't know), 4 GB DDR3 Ram, 320 GB Hard drive and the rest of the standard stuff. It came without OS though, which isn't a problem because dad's office is MIcrosoft's partner and they have 20 licenses of all versions of Win 7 with them. And the dealer threw in stuff for around 500 riyals because dad didn't bargain one bit. And absorbed the 4% extra for CC billing too. Bargain, especially in comparison to Indian prices.

EDIT: So I guess you can look for a really high range XPS with an i7 and a dedicated GPU for that price.. Bargain a lot, because the dealers there expect you to bargain and purposely hike up the prices.
