21-30k Laptop for Engineering Student: Learning Oracle and Java

• Budget of max 25K. Lesser the better.
  
• To be used for Installing Oracle/Java. Reasonable performance expected.
• Screen 13-14 inch. Looking at 4GB RAM, 500GB HDD. DOS as OS will do as I have a licensed copy of Win 7 with me.
• Not brand specific.
• It is for a girl, so anything specific will do.
