Laptops Laptop ram running half speed

My friends laptop's DDR2 400 Mhz ram is running only at 99.8 mhz in Cpu-z. Is there any way I can increase it back to the default 200 mhz ?

His laptop is an Acer 2424 running a Celeron 1.6 Ghz, 256 Mb DDR2 400 Mhz, Intel 910 ML chipset.
 
Thats the first thing I did. But the only things that u can change in a laptops bios is time, boot options and a hard disk test.
 
I think CPU-Z is wrong and the speed is proper. I checked with Everest and I even benchmarked the laptop. While is was the slowest PC3200 ram there, it was faster than most DDR 333 rams and hence cant be working at DDR 200.

Anyways my friend needs to add more ram, his laptop is really slow. I also wonder why they have reduced the ram speed form 533 Mhz to 400 Mhz ?
