CPU/Mobo LGA socket HSF help

Hi guys, im here in chennai and one of the guys here at IIT has a P4 3ghz proc based machine.
As soon as i saw his comp, i knew somethin was wrong cos it was making the noise of a jet taking off.

i opened it up and found the source to the HSF of the 915 based intel mobo.

i checked the temps and they were 69C under NO load :O and the fan was spinnning at grater than 4krpm.

so, what shud be done now?:S
 
just take out the HSF and clean it ..... by brush or something .... i have seen many computer here in mine university with loads of dust .... then fit it again and son't forgot to put the thermal paste .... i think this sud work
 
AFAIK most of the delears dont apply thermal paste in the system they assemble, they use the one which is already present in the HSF. Taking into consideration that its prescott it will obiously heats up, butr 69C at idle is @ high side. I would reccomend to use a good Thermal paste. Also is the cabinet godd enough give good air flow???

Even i have seen in a computer institute where all the computers which have Pentium 4 3Ghz skt 478 is kept next to the windows, where the sunlight directly comes and fall on them.
