You could buy any retail/OEM win7/8/8.1/10 pro key and it would work just fine with win11 pro.

I bought my win10 pro (non OEM) key from this site. Activated it in 2020. Haven't had any issues or anything till date.
I can't really speak too much about it legitimacy as I haven't dug too much into the topic. I think these guys just buy bulk and re sell these keys both OEM and non OEM ones.
But someone who has dug more into the topic might be able to clarify.

it's better to buy win 10 key, as it will be cheaper, and then, if you have a win 11 compatible laptop/ pc, it will auto-update, by giving you the win 11 update.
check whether your laptop/ pc is win 11 by downloading win 11 compatibility checker software from Microsoft website..
