Graphic Cards Low FPS in TF2 on 7600GT

While playing TF2, the FPS remains same (15fps) whether I play on 1024x768 or 640x480 (changing settings from high to low doesn't make a difference) .

My configuration is :

Intel P4 3.06 Ghz
1 GB RAM
Intel D-101GC Mobo
XFX 7600 GT
Other games such as COD4 are running fine. Does anyone have any clue ?
 
Its not about the drivers as i have installed the latest BETA drivers [ And have even tested it with the stable ONES as well]. .

And i have also observed that changing [or increasing for that matter] the video effects does not affect the FPS count which is still the same [seems to be locked to some ridiculously low value] . .

And yes i have turned off V-Sync so its nothing to do with the refresh rate [I have a CRT btw] and also the anti aliasing options have been set to 'Application Control" and i have tried the lowest setting through the in-game TAB. .

So pls guys help me out in this :(
