Low fps with low GPU and CPU [all cores] utilisation?

I know that overal CPU usage should not be taken into account and each core should be seen, but have a look at this. Not even one core is running at 100% or near that, so what is the bottleneck?

15fps throughout the flight and these are the kind of CPU and GPU usages I see. It’s an old 9600k with a 3080ti. Waiting for my 9800x3d to arrive to start my new build, but this is still strange.

32gb RAM and temps are OK.

Any explanation?

What’s the temperature on your CPU? Is it getting thermal throttled?

No single core will run at 100% because games like Flight Sim (and even any other modern game, for the most part), are designed to spread load against multiple cores. 100% core usage is something that was seen in older games, which were more single-thread bound, such as the OG Crysis.

What I see is a sizeable CPU bottleneck choking that 3080 Ti. Remember, a CPU bottleneck doesn't have to mean 100% CPU usage, as most believe.

41-45 with max reaching 56C so I don't think that was an issue. It's liquid cooled.

I didn't know that. I thought a CPU bottleneck should show at least one core running at 80% or more. I also thought all flight sims were more single thread bound. That's what I read on sim fora.

Earlier Flight Sims (2000, 2004, and the like) were tied more towards clock speed on a single thread. Post-2020, it spread the load more evenly. However, it's still very IPC sensitive; that's why that 9600K is struggling to keep up with the 3080 Ti.
 
Not clear to me either. if it was cpu bound, then atleast 1 core should have high cpu usage ( and would be acting as bottleneck)
Driver issue perhaps ? Some kind of power limit anywhere ?

Or some kind of hardware issue ? Maybe google Low cpu and gpu usage.
Check other games / benchmarks / tools.
Try cpu benchmarks to confirm if cpu related stuff is working ok first. Cinebench is good.

OCCT has many stress test tools as well - for ram/psu too.
Superposition is very good for gpu benchmarking. But do this after cpu.

Seems unlikely but make sure igpu is not interfering. Can just disable it too.

9600K with a 2080Ti gives around 32fps on 4K Ultra according to this:

So there is definitely something wrong with your setup. You should ideally get similar (if not better) results.
Not sure if ray tracing and the likes are available on this game. If yes, disable them and compare with the chart above.

If the FPS is still low, check if you're actually plugged into the GPU and not the motherboard.
Also check whether the game is using your dGPU or iGPU in Windows.
Another check could be to use an SSD if you're still using a HDD (MS FS streams a lot of data).

Other than all this, compare some benchmarks of other games for similar setups and see whether it is an overall issue or just with MS FS.
If nothing works, just reset your computer.
 
Is this a problem which didn't occur before or have you tried the game for the first time? Did the game run fine before?

Also try out other games and benchmark them too.
