Budget 0-20k low power NAS running WSE2012

Hey guys,

I am planning on building a really low power NAS which will also double up as a HTPC no gaming. Can you recommend a good motherboard+CPU combo for it? already have low power SMPS, hard drives etc. I am looking for a headless setup. Is the Intel J1900 celeron available in India? I was thinking of it but not too happy with the 1080p playback performance.
