CPU/Mobo measure lowest resistance range on psu

Hi,
I am having problems with my pc. i suspect that there is a problem with the power supply. I am wanting to measure the lowest resistance range on the psu, but am unsure of the steps, i will be using a digital multimeter. any help would be greatfully appreciated.

sorry i cant really explain it properly, i'll try again

i suspect i have a faulty psu, i am unable to measure any dc voltages. i dont think there is any mains supply to the psu. i had a chat with my local pc world. who reccommend i either measure the lowest resistance range with a digital multimeter, or use an analogue meter and carry out a short circuit then use ohms adjust method. but they didn't really tell me how to do it.
