merchant account creation for project?

I need a merchant account to accept payments. this is for a project i am developing for my final year in Engineeering.

which is best? i was considering paypal

The service should not require any setup fees as wont be able to shell out that much due to it being just a college proj.

also automatic billing will be preferred.

and is it safe to create merchant account on paypal on my name and PAN

if you want to create a merchant account on paypal your business much be registered you need to provide business pan and other details or else you can use a premier account on paypal and accept the payments contact paypal for accepting the payments via skye for free otherwise paypal cusks for Indian Users .try 2checkout to accept payment or othe Indian Payment Gateway .like ccavenue or direcpay times of money .

As mentioned above, you just need a Premier account to accept payments, you will get access to their API and all merchant tools.

But if you need to accept payments from India, then this is not possible, as PayPal does not allow domestic payments.

We notice that you are attempting to pay an Indian resident user. The payment you initiated has been blocked. PayPal only facilitates international payments and cannot be used for domestic payments within India. We suggest you find alternative methods to complete the payment. If you believe that the person you attempted to pay is not based in India, please contact PayPal customer support.

Most of the other Indian payment processors will ask for a setup fee, so that may not suit you.

Anyway if you just need it for testing etc you can just use the PayPal Sandbox.
