I am not very sure but trickly changing your origin city in prefrences will open the dicount gates for you. hyeah:

This was the way i got 2 GB instead of mere 5 MB email space. :hap2: on hotmail.
Update: I was able to signup, but couldn't find the required domain name.

If you have contacts in US or UK you can use their address. Other than that you need a valid international credit card. They will not charge though, they only need it for validation purpose.

^Yes, Indians can sign up. But you have to enter your CC details as this offer makes *your* domain name available for 1 year for free from the date of registration. You have to pay for it after that.
