That doesn't state anywhere that you can't play games offline. A console ban would mean never connecting to Live, ever again. You can play games offline no matter what aspect is banned. However, a Live ban would also result in a major feature being rendered useless, which is the ability to install games on your 360's HDD.

I still cant figure out why people buy the Xbox 360 till today. When I bought mine the PS3 have very expensive games & very few used games. Now the situation is on par and if I had bought a console today I would have gone hands down with the PS3.
Microsoft have admitted and owned up to the issue. Providing users with a added 2 years extended warranty isn't enough? If you're console dies than you don't even need to move out of your house. You just need to place a call to MS and order a replacement. They pick up your faulty console and deliver a refurb/new one right at your doorstep. What else do you want?
We are not discussing which console one should buy right now, but against an action Microsoft took against illegal copies being used on their online service. So I would request everyone to stick to the point.
