Looks like this won't have Google Play access since i see the 70+ pre-installed apps thing, may be they have already (side) loaded the popular apps like FB etc.

I don't think any manufacturer can install original "Android" on their devices just because it's Open Source. In order to avoid paying any royalties/licensing fees to Google, they have to fork out from the original build and keep google apps aside. This gets factored into the overall low prices for devices.
