CPU/Mobo Mobo Vs Ram...which 1 is the culprit ??

You are installing the DIMMs incorrectly.

Install them A and C OR B and D, as per your naming convention. Basically you skip a slot, and mount the secondary DIMM. This is the method on DDR2 boards.

I am sure your board is colored on the DIMMs, blue and black. Keep the colors same for Dual channel. At times the further slots do not work in single channel.

Dual channel mode is exactly the opposite of this:

to my knowledge for the memories to work in dual channel they should in slots next to each other ...right ???
 
If you want to check each RAM slot out of Four slots then, install one same RAM stick in each slot one by one and boot the PC.

If you install RAM slots in A and B slots they should work, in this case they shall not run on Dual Channel if they are incompatible l. Download and Check with GPU-Z.
 
you can check all your ram's one by one in slot "A"(as per your naming convention) & do memtest on them if all are fine then definitely some problem with board.
