MTNL 3G data plan

Hi,

I live in East Delhi near Noida. I want to buy 3G data plan which is good but not very expensive to start with.

Please advise if MTNL 3G data plan has good speed. I went to there Sanchar Haat, but as per them they are not getting data card for more than 1 year & can only provide SIM card for Rs. 127.

I want to buy pre-paid plan as per the requirement, is it possible to re-charge MTNL 3G sim online?

Which is the recommended data card that can also act as wifi hotspot?
