dude, are you getting 200kBps? If so, why do you need any fixing to be done?
This happens alot, atleast in Delhi, that when you migrate to a new plan or get a new broadband connection, the MTNL guys at the server end don't plug your bandwidth. So you have nothing to worry about, just keep exploiting, cause its only going to last a few months.
Just avoid downloading majorly in the morning and coming under the scanner of the MTNL guys.
DO NOT WORRY, enjoy them speeds mate. I know atleast 10 people, including me who got 2mbps speeds on an unlimited 256 or 512.

B = bytes
When ISPs say 512kbps, what they mean is 512/8 = 64kBps. One MB = 1024kB. So you download @ 64 kilo BYTES per second on a 512 kilo bits per second connection.
64kbps = 8 kBps
128kbps = 16kBps
256kbps = 32kBps
512kbps = 64kBps
1024kbps = 128kBps
2048kbps = 256kBps
